The NY Rangers will loan Vitali Kravtsov to Traktor in the KHL for the upcoming season. This was a joint decision between the Rangers and Kravtsov, per Larry Brooks.

This makes sense, as the AHL doesn’t have a start date, while the KHL is slated to begin play in two weeks. This is all about playing time for Kravtsov, who needs to get his game going again. He’s a highly skilled prospect, and the more playing time, the better.
Kravtsov is the third prospect to remain/go overseas for the upcoming season. Lias Andersson remained in Sweden and Yegor Rykov was loaned to the KHL. This is all due to the COVID-19 impact on US sports. The NHL does not have a start date for next season. The KHL does. That’s as simple as it gets. A Vitali Kravtsov loan to the KHL is just a step in the development process.
